A Comprehensive Case Management Model
The Binghamton University Liberty Partnerships Program uses an individualized case management model to help students reach their full potential.
This approach combines key services under one framework, offering holistic support that is personalized for each student. With this support, students learn how to overcome challenges, build resilience, and reach their full potential.
The program’s success is reflected in the results—students in Binghamton University’s LPP achieve impressive graduation rates, strong college enrollments, and develop valuable social-emotional skills.
Academic Support
The academic support process starts with a Social-Emotional Assessment (SEA) to understand each student’s needs. From there, we create a Personalized Learning Plan (PLP) tailored to their individual goals, whether that’s academic success, building personal skills, or exploring different career paths.
With this approach students feel more in control of their learning journey, helping them stay motivated and engaged.
College and Career Prep
Many of our students start out thinking college is out of reach. But after their first college tour, everything changes. Seeing a college campus firsthand opens up new possibilities and inspires them to dream bigger.
By including college visits in our program, LPP helps students picture themselves as future college students. Stepping onto a college campus can be the moment that turns doubt into determination. LPP makes sure they’re ready for college—not just academically, but emotionally too.
Helping students understand their options for college and careers is key to their success. Throughout the year, LPP provides guidance on college admissions, scholarships, and career paths. With one-on-one support and focused programming, students gain the skills to navigate their future with confidence.
Individual & Family Counseling
Adolescence is a time of big changes and challenges, with moments to celebrate as well as challenging experiences that can impact mental health and well-being. To help students navigate this stage we offer individual and group counseling through a multidisciplinary team, which may include licensed clinicians and supervised graduate-level interns. Services include mental health assessments, safety planning, and referrals for emergency care when needed.
We also work closely with in-school mental health staff, outside professionals, and community agencies to provide well-rounded support. Counseling sessions focus on building important life skills, such as managing stress, handling anger, resolving conflicts, and improving emotional regulation. By teaching coping strategies and communication skills, we empower students to overcome challenges, manage stress, and build resilience for a healthier future.
Leadership Development & Civic Engagement
The Liberty Partnerships Program helps students grow into confident leaders and engaged members of their communities through a wide range of hands-on programs and experiences. From organizing food drives and neighborhood clean-ups to speaking before local government officials, students build leadership skills, strengthen their sense of civic responsibility, and gain the confidence to make a lasting impact in their communities.
One of Binghamton High School LPP’s flagship initiatives is the Liberty CITY (Community Improvement Through Youth) Project. This program empowers students to identify needs within their community and develop real solutions to address them. Supported through workforce development funding, students are hired to plan and complete community improvement projects during a five-week summer program.
LPP also gives students the opportunity to bring their voices directly to the state level through Advocacy Day in Albany. Each year, select students meet with Assembly and Senate representatives, tour the Capitol, and advocate for the programs, schools, and communities they care about most.
Mentoring
A cornerstone of the program is ensuring every student has a trusted adult in their corner. Our full-time counselors take on this mentoring role, offering a consistent presence during and beyond school hours — at school events, after school, and on weekends. Through these relationships, students build positive support networks, learn to make sound decisions, and find a safe space to be themselves. The bonds formed through LPP often leave a lifelong impact.
Mentorship at LPP doesn’t just flow from adults to students. Our Transition Program pairs 9th and 12th grade Liberty students with incoming 8th graders navigating the move to high school — giving younger students a peer who’s already been there, and giving older students the chance to lead. It’s one of the most powerful things we do, and it started here

Social & Emotional Skill Development
Providing a safe place for students to grow is at the heart of what we do. We don’t just tell students that their dreams are possible—we give them the tools and support to make those dreams real.
Our focus on Social-Emotional Learning (SEL) helps students build important skills like self-awareness, managing emotions, forming strong relationships, and communicating effectively. They become part of the LPP family, knowing they’re valued and supported by a community that believes in them.
SEL also teaches essential life skills like critical thinking, problem-solving, and decision-making. Through structured activities students learn how to handle emotions, make thoughtful choices, and connect with others in meaningful ways.
